Drakesville City Council Meeting February 8, 2005

The regular monthly meeting was called to order at 7:30 pm by Mayor Bob Closser. Present were Council Members; Sharon Sines, Karen Rudd, Jeff Sines, Brad McKee and Craig Walker; Clerk, Mary Stocker; Street Commissioner, Chris Day and concerned citizens, Ray Cook, Kemmerer's, Wilt's, Thompson's, Selix's.
The minutes of the previous meeting were read by the Clerk and approved with a motion by Jeff Sines, seconded by Karen Rudd and motion carried.
The Financial Report by the Clerk showed balances in all accounts as of May 31, 2005 and the bills for June payment were presented. A motion to accept the report was made by Karen Rudd, seconded by Sharon Sines and motion carried.
The Park Board minutes were read by the Clerk and a motion to accept them and pay said bills was made by Sharon Sines and seconded by Jeff Sine and motion carried.
No Committee Meeting Reports
Misc. Correspondence - a meeting is to be held in Ottumwa on June 8 sponsored by the League of Cities with regard to information on handling "Nuisances" Cost is $15.00 for an many that want to attend. No one expressed any interest.
Storm Siren Grant and work is completed and all paperwork done and file is closed.
Fire Truck Grant: Dave Dowdy from the USDA said we had Dec. 31 to complete anything with regard to this Grant that is Fire related. He gave a leer to us suggesting some items. The Grant is $8,000 and any amount up to that can be used. The percentage of 35% still remains the same. The firemen are going to discuss the matter and get back to the Council.
Numerous items have not been done as recommended by the Insurance Company Inspector back in November 2004. Stop signs and a new sidewalk at City Hall are among them.
Mayor Closser has contacted the County Engineer with regard to doing some ditch cleaning and getting prices. It would cost approximately $130 per hour for machine and operator, truck, etc.
The drainage ditch at the far east end of E. Walnut St. has lots of tall trees and weeds growing in it again and is causing a blind corner. Jeff Sines to see about getting it cleaned up with a mower, etc.
Dust Control has been completed. There is tall weeds and grass growing on N. Madison in the ditches where the City had previously did ditch work. They need to be trimmed. Jeff Sines is to check into the situation there.
Mayor Closser received one bid with regard to putting on the "chip & seal" coating. It was from Southern Iowa Asphalt and bid was for $65,880. This is for the streets of S. Polk from highway to city limits/ N. Polk from highway to 1 block north; E. Walnut from City Limits to N. Washington; Chestnut from S. Polk to S. Washington; Madison from Chestnut to Burlingame. This quote is good for 30 days. The City wants to meet with the Contractor, so Bob will check for a time for the meeting.
Discussion followed on the he sidewalk at Barbara McClure's - it is terribly unsafe. Council members were advised to go by and check out the situation before a decision is made.
Curt's Lawn Care wanted to know if we wanted weed treatment to the Oval. A motion by Sharon Sines, seconded by Jeff Sines to skip this year. Motion carried.
According to Clerk's records, Kelly Neal has not paid garbage for 1 year. Alice Allison for number of months and bob Sampson will have to check with Rathbun. A motion was made by Jeff Sines, seconded by Sharon Sines for the Clerk to write necessary letters to these individuals and make them Certified. If no payment made within time given, costs will be assessed to property taxes. Motion carried.
July meeting falls on the 4th. The meeting will be held on July 7th - Thursday.
Cigarette/Tobacco Licenses were to be issued New due to the new laws. A new application was completed by Quik Time and Ray's Longbranch. A motion by Sharon Sines, seconded by Brad McKee to accept Quik Time's application. Motion carried.
A motion by Jeff Sines, seconded by Sharon Sines to accept Ray's Longbranch application. Motion carried. Necessary fees were paid to the Clerk.
Junked & unlicensed vehicles were again discussed - no council members had made a tour of the City to check on any situations. It was decided that it would be done Wed. evening, June 8th at 6:00. It is to be Bob Closser, Brad McKee, Jeff Sines, Chris Day and they are to look at the sidewalk at Barbara McClure's also.
After their list is completed, it is to be turned over to our City Attorney for letters to be written to these people. A motion for same was made by Jeff Sines, seconded by Sharon Sines and motion carried.
Brad McKee had a building permit to present for an addition on the bldg. located at 101 W. Main Street. It was not complete, so it is tabled until the July meeting.
Brad would also like to review the fact that states there would be a 10 ft. distance from property lines. Tabled for July meeting.
Brad explained that he was working on the Benefit Au8ction to be held in the Park July 22 & 23. Proceeds to have Welcome Signs to Drakesville on highway #63 east of Drakesville and Highway #2 south of Drakesville. Also any amount to the road fund. Still needs volunteers to solicit items for auction.
Dogs and cats are running loose and getting into garbage and into buildings. A copy of the Ordinance was not available, so the matter is tabled until the July Meeting.
A motion to adjourn was made by Jeff Sines, seconded by Craig Walker and meeting adjourned at 9:00 pm.
