City of Drakesville Council Meeting Minutes - April, 2005

Meeting was called to order by Mayor Bob Closser at 7:30 pm, April 4th at the Drakesville Town Hall.

Present were council Members Jeff Sines, G Brad McKee, Sharon Sines, and City Clerk Mary Stocker. Other citizens were present also. March minutes were read and approved. Financial report was read and approved. Park board minutes were read, no expenses this month and receipts of $35 were approved. Discussion was heard concerning Mustang Pride Day. City of Drakesville to have students for the morning of April 13th. Carl Smith and Dean Stocker have projects for them to work on in the city and the city park, such as raking, picking up fallen limbs, and general clean up. The 4H group has received a grant to paint the tables in the park and shelter house.

Discussion was also held concerning a roll off dumpster to be placed in the city for Spring Clean up day to be used for metal objects. Sharon Sines reported the cost would be $65 for placement, $170 for removal, and $53 a ton for any material placed in it. Council voted against due to high cost.

G Brad and Peggy McKee attended the semi annual meeting for REDDI. Brad reported a nice meal and meeting a number of nice folks at Indian Hills Ottumwa Campus.

A motion was made to include an amendment was made to Bob Sampson's building permit to include a privacy fence. Motion passed.

Spring clean up day on April 15th was discussed. Rain Date April 20th. Many council members and citizens have volunteered to help with both Spring clean up and Mustang Pride Day.

The new siren is in place and does work. Needs final approval by the USDA.

New street signs are in and are at the Ottumwa DOT. Arrangements were to be made to pick them up and place them in the city. Discussion followed and it was agreed that the city would wait until the ditch work and tube replacement was finished. Further street discussion was heard, with a few citizens expressing concern over dust control. They allowed that since the street in question was scheduled to be seal coated this summer, they would wait and thereby save the city money on dust control. Also on the agenda was the concern of the flooding during heavy rains around the east end of the oval. Mayor Closser voiced that the drain was county responsibility and anyone concerned about the standing water should call the county engineers office at 664-2542

The annual city budget was approved at the March meeting and Clerk Mary Stocker reported that the state of Iowa now wants the budget in digital form. Mary will be checking into computers.

Mowing bids were received from Evan Smoot for $75 and Curt's Lawn Care for $50. G Brad McKee motioned to accept Curt's Lawn Care bid. Motion passed.
